The parliamentary representation of minorities in international comparison: descriptive or substantive representation?

Research questions and objectives:

Launched at the end of 2022 with the support of the NKFIH, this internationally pioneering research project aims to identify the relationship between the presence of minority MPs and policy impacts that are important to communities, and to develop a methodology consisting of qualitative and quantitative indicators that will enable a systematic and comparative analysis of the parliamentary work of representatives elected in different ways in specific cases. In order to assess the impact of representation, it identifies policy areas relevant to minorities and takes into account the type of political system, the local characteristics of parliamentarianism and ethnopolitics, the legal and institutional framework of the various representation mechanisms (representatives of ethnic or other parties, seats reserved or reserved for minorities), the official status and opportunities of representatives, the broader political and social context, and the characteristics of the minorities concerned. The research group set up within the framework of the project also aims to develop methodological foundations and, it will fill significant gaps by exploring and analyzing, in a comparative manner, the activities of minority MPs/spokespersons who won parliamentary (or, where applicable, member state/provincial) mandates in the last two parliamentary elections in 11 Central and Southeastern European countries, including Hungary. In addition to two events, the research will result in a collection of studies in Hungarian and prestigious international publications. In addition to identifying practices and models that can be used by legal and public policy makers, it aims to lay the foundations for future EU-level research collaborations and projects through international networking.
