Linguistic Rights of National and Ethnic Minorities:

From the Constitutional Framework to Higher Education Regulations

The Italian Case Study in a Comparative Perspective

The seminar addresses the protection of linguistic minorities from a comparative constitutional perspective, with a specific focus on their treatment within higher education systems. Following a preliminary overview of the main European models of linguistic minority protection, the analysis turns to the Italian constitutional system, examining how linguistic pluralism is recognized and safeguarded under domestic law. The seminar then explores the regulation and practical implementation of minority protection in the field of higher education, assessing the extent to which constitutional provisions ensure effective access for linguistic minorities to university education. The Italian case serves as a starting point for further remarks and comparative insights drawn from other constitutional experiences. By combining constitutional analysis with sector-specific practice, the seminar offers a comprehensive understanding of how legal frameworks shape linguistic rights, from foundational principles to concrete educational outcomes.
